Statement by the Officer Administering the Government.

I certify that E. SHELLIM who made and signed the

two Declarations marked with the letters "A" & "B" is the

Honourable Mr. Edward Shellim, Manager of David Sassoon & Co.,

Ltd., an Unofficial Member of the Legislative Council, a Justice

of the Peace, &c.: C. P. CHATER who made and signed the Declara-

-tion marked with the letter "C" is the Honourable Sir Catchick

Paul Chater, C.M.G., an Unofficial Member of the Executive

Council, a Justice of the Peace, &c.: C. S. GUBBAY who made and

signed the Declaration marked with the letter "D" is Mr. Charles

Sassoon Gubbay, Manager of E. D. Sassoon & Co., a Justice of the

Peace, c.: and EDWARD HOWARD who made and signed the Declara-

-tion marked with the letter "E" is Mr. Edward Howard, a Bill and

Bullion Broker of this Colony.

I am not personally acquainted with the said Mr.

RAYMOND MENASHIH JOSEPH as he has been a resident in Shanghai,

but from the statements made and declared by the said Mr. Raymond

Menashin Joseph at His Britannic Majesty's Consulate-General at

Shanghai, and from the declarations referred to above, all of which

are made by well-known and respected residents of the Colony who

I am satisfied are fit and proper persons to make such declara-

-tions, I am satisfied as to his character and recommend that

this certificate should be granted.
